Menurut beberapa laporan di Italia dan Inggris, Milan dan Liverpool sudah menemukan kesepakatan untuk transfer Balotelli dengan nilai € 20 juta untuk transfer permanen. Balotelli mengatakan hari ini "Ini akan menjadi hari terakhir saya di Milanello" dan memang ia telah mengosongkan lokernya di Milanello dan mengucapkan selamat tinggal kepada rekan tim.
Kemudian hari ini, agen Mino Raiola akan negosiasi rincian kontrak baru dengan Reds.
Dilaporkan bahwa permintaan adalah kontrak lima tahun senilai € 6.000.000 bersih per musim,di mana ia cuma mendapatkan € 2.000.000 jika masih menjadi pemain Milan. Mario Balotelli says he had no hesitation in deciding to move from Manchester City to AC Milan because it had been a long-term ambition.
The Italy striker is having a medical before a proposed transfer to the seven-time European champions for an initial fee of 22m euros (£19m).
City signed Balotelli from Inter Milan for £24m in 2010 and he scored 30 goals in 80 appearances for the club.
He helped City to the Premier League title last season, but has managed only three strikes in 20 matches this time round.
Berlusconi has already apologised to Balotelli for suggesting he could be a ‘rotten apple’ in the dressing-room following his well-publicised problems at the Etihad Stadium.
Hundreds of Ultras waving banners and setting off fireworks and flares gathered outside Milan's Giannino Restaurant where he was set to dine with the club's hierarchy.
Milan vice-president Adriano Galliani has described the imminent signing of Mario Balotelli as a 'dream come true'.

'It is a dream come true and something that we all wanted, with the president Silvio Berlusconi at the forefront.
'With the arrival of Mario, we have strengthened our team a lot.
'We have worked so hard and Mario has been in our hearts for a long time and finally we have succeeded in signing him.'
And Massimo Moratti, chairman of Inter Milan who sold Balotelli to City, believes he will be a good signing for their rivals.
‘It was a good business for Milan,’ said Moratti. ‘We already had him, so we didn't need him. He can be useful to Berlusconi for many reasons.’
